At the moment, their jobs consist of acting as propaganda. I’m sure some cheap FX will let them replace him, especially as they haven’t presented him as one of their champions.
I think that only applies to soldiers following orders, or not. Max is just a civilian in military employ – unless his failure to follow orders is of a magnitude that it could be construed as treason (which seems unlikely for Max) the worst that should happen to a civilian employee would be that he would get fired.
