When savagery is put on a leash and allowed to roam it is a way of bleeding off the pressure build up by those who keep those bloody fires burning. For them it is part of the world they believe to be true and should be both nurtured and kept under control. Why Hitler wanted the wild spaces of what would be the former Russia full of terrorists to hunt and kill. He wanted his people to be seasoned and hardened. So that they would do the hard messy jobs more easily.
This is a local example. Cruel, sadistic and ultimately evil. And also legal as far as the laws of that savage land had.
