Yeah, Question Mark mostly gathers intelligence for General Hightower. He’s the “limey” mentioned during Hightower’s presentation to President Truman ( http://thespecialistscomic.com/page-49/ ).

I’ve heard it said by many a writer that after a time they seem to be separate personalities that don’t like to be written incorrectly. They must act as they always have so the writer in question better stick to it or change the story.

Some characters just seem to flow, as if they have been waiting for you to write them. Others are a chore and a labor of Herculean proportions. Go figure.

Not all of them do. But the ones that do write themselves get annoying, because they start twisting the plots around themselves in a spiral of plot destruction that’s hard to control…

And bad characters can do the same thing too, lol.
